Italian Satellite TV to Broadcast Evidence of US Use of Chemical Weapons on Civilians

Italian media going full-bore on the Bush Administration. After its revelations on the subterfuge behind the Nigergate forgeries, documentary evidence of the use by US troops of phosphorus and a new formulaton of napalm [MK77] on the Sunni civilian population will be broadcast tomorrow on international satellite TV. Global coverage of the atrocity, folks.
A news program on Italian satellite TV, RAI News 24, has substantiated the claim that the US military has been exploiting the dual use of white phosporus. In its siege of Fallujah, the chemical was used on the civilian populace. The story is in today’s Repubblica.  The Bush Adminstration and the DoD are about to be shamed before the eyes of the world.

ROME. In soldier slang they call it Willy Pete. The technical name is white phosphorus. In theory its purpose is to illumine enemy positions in the dark. In practice, it was used as a chemical weapon in the rebel stronghold of Fallujah. And it was used not only against enemy combatants and guerrillas, but again innocent civilians. The Americans are responsible for a massacre using unconventional weapons, the identical charge for which Saddam Hussein stands accused. An investigation by RAI News 24, the all-news Italian satellite television channel, has pulled the veil from one of the most carefully concealed mysteries from the front in the entire US military campaign in Iraq.

A US veteran of the Iraq war told RAI New correspondent Sigfrido Ranucci this: I received the order use caution because we had used white phosphorus on Fallujah. In military slag it is called ‘Willy Pete’. Phosphorus burns the human body on contact–it even melts it right down to the bone.

RAI News 24’s investigative story, Fallujah, The Concealed Massacre, will be broadcast tomorrow on RAI-3 and will contain not only eye-witness accounts by US military personnel but those from Fallujah residents. A rain of fire descended on the city. People who were exposed to those multicolored substance began to burn. We found people with bizarre wounds-their bodies burned but their clothes intact, relates Mohamad Tareq al-Deraji, a biologist and Fallujah resident.

I gathered accounts of the use of phosphorus and napalm from a few Fallujah refugees whom I met before being kidnapped, says Manifesto reporter Giuliana Sgrena, who was kidnapped in Fallujah last February, in a recorded interview. I wanted to get the story out, but my kidnappers would not permit it.

RAI News 24 will broadcast video and photographs taken in the Iraqi city during and after the November 2004 bombardment which prove that the US military, contrary to statements in a December 9 communiqué from the US Department of State, did not use phosphorus to illuminate enemy positions (which would have been legitimate) but instend dropped white phosphorus indiscriminately and in massive quantities on the city’s neighborhoods.

In the investigative story, produced by Maurizio Torrealta, dramatic footage is shown revealing the effects of the bombardment on civilians, women and children, some of whom were surprised in their sleep.

The investigation will also broadcast documentary proof of the use in Iraq of a new napalm formula called MK77. The use of the incendiary substance on civilians is forbidden by a 1980 UN treaty. The use of chemical weapons is forbidden by a treaty which the US signed in 1997

The world as a whole would benefit from the revival of a strong Muslim civilisation, writes Osama Saeed.

IT CAME as news to many Muslims, and probably non-Muslims too, that one of the things “fundamental to our civilisation” is opposition to any recreation of the Islamic caliphate.

The idea of united political leadership of the Muslim world was destroyed in 1924 after about 1350 years. After the death of the prophet Muhammad, caliphs were appointed to the leadership of the Muslims. In the ensuing centuries, the centre and nature of this power moved around. In its dynamic period, the Islamic caliphate was at the heart of a great civilisation, leading the world in science, philosophy, law, mathematics and astronomy.

More recently, the Muslim world has had artificial lines drawn all over it. The borders were defined for colonial masters to extract what they needed and keep the natives divided. Western leaders are still determined today to defend these borders.

However, if George Bush and Tony Blair are serious about reform in Muslim countries, it must include not just democratic reform, but also economic development. Creating economic blocks to allow this to happen is an imperative. No one argues that each American state would be better off on its own. The European Union managed to bring together a war-ravaged continent on the basis of economic co-operation. India and China are emerging economically because of their size, an advantage the Islamic world would also enjoy if united.

There can be no doubt there will eventually be a similar model for Muslim countries. The US and EU are structurally unique, and so will any Islamic model be. Instead of a president or a commission, there might be a caliph. It’s not the names but what the institutions do – and how they are accountable – that matters.

There is no point in comparing the political form a caliphate might take to caliphates in the past. Institutions such as the British monarchy and the papacy have existed for centuries but bear little resemblance today to what has gone before. A restored caliphate is compatible with democratically accountable institutions.

But what about the issue of sharia? Opposing it is apparently one of the West’s raisons d’etre. Terms such as sharia and caliphate have important meanings to Muslims different from the distorted connotations they often carry in the West. The aim of Islamic law, contrary to popular belief, is not punishment by death or amputation. It is to create a peaceful and just society, with scholars over centuries citing its core aims: the freedom to practise religion, protection of life, safeguarding intellect and maintaining lineage and individual rights. This could be the basis for an Islamic bill of rights.

These principles do not seem dramatic and far-flung, or even dissimilar to those in the West. Bush and Blair’s stance belies their claim that they differentiate between al-Qaeda and Islam as a religion, giving credence to those who believe they are conducting a war against Islam, not just terrorism. In their meddling in other people’s affairs they have forgotten it is for people themselves to decide how they are to be governed.

The vision of any kind of new caliphate, shared by Muslims worldwide, is a distant one. Right now, even talk of bringing down trade barriers and the free flow of people across Muslim states seems radical. But it is a vision that is needed, and one that should be supported by the US and Britain if they are sincere about the development of the Muslim world. The revival of a strong Muslim civilisation would be for the betterment of the whole world.

One night last week in Israel thousands of panic-stricken citizens leapt from their beds, so alarmed by a noise which shook the skies “like heavy bombardment” that the Tel Aviv and central district police switchboards crashed, overloaded by worried callers.

The military had to apologize for disturbing the sleep of Israeli citizens. The sound had not been intended for their ears. It had somehow escaped from a series of confined sonic booms being inflicted on Palestinian citizens in the Gaza Strip hundreds of kilometers away. So if they thought the bang was loud in Tel Aviv, you can imagine the sound in Gaza, where shockwaves have also cracked walls and smashed thousands of windows.

In Israel they heard but one bang, muffled in comparison to the dozens of earsplitting”sound bombs” created by Israeli air force jets breaking the sound barrier at low altitude over the Gaza Strip. Only this week there have been 28 sonic booms, sometimes as little as an hour apart through the night. During five days in late September, the air force caused 29.

Palestinians describe the sound as an earthquake or huge bomb. They liken the effect to being hit by a wall of air that is painful on the ears, sometimes causing nosebleeds and “leaving you shaking inside”.

“The Israelis do it after midnight and then every one or two hours. You try to go to sleep and then there’s another one. When it happens night after night you become exhausted. You get a heightened sense of alert, waiting continuously for it to happen. People suffer hypertension, fatigue, sleeplessness.”

“For children, the loud noise means danger. Adults may know it’s only a sound but small children feel threatened. They are crying and clinging to their parents. Afterwards they are dazed and fearful, waiting for something to happen.”

The removal of Jewish settlers from the Gaza Strip has opened the way for this new terror tactic being deployed against the Palestinians.

A senior Israeli army intelligence source, who the military would not permit to be named, said the tactic is intended to break civilian support for armed Palestinian groups such as Islamic Jihad and Hamas. “We are trying to send a message in a way that doesn’t harm people. We want to encourage the Palestinian public to do something about the terror situation,” he said. “What are the alternatives? We are not like the terrorists who shoot civilians. We are cautious. We make sure nobody is really hurt.”

The Palestinian health ministry estimates the sonic booms have caused miscarriages and heart problems. A majority of child patients seen at clinics as a result of the sonic booms were suffering from symptoms such as anxiety attacks, bedwetting, muscle spasms, temporary loss of hearing and breathing difficulties.

Two medical human rights groups have asked the Tel Aviv high court to outlaw the use of sound bombs on the grounds it amounts to illegal collective punishment and is detrimental to health.

The UN’s Middle East envoy, Alvaro de Soto, agrees, and wrote this week in a letter to the Israeli high command: “Sonic booms are an indiscriminate instrument, the use of which punishes the population collectively. We ask therefore that their use be stopped without delay.”

I think he chose his words rather daintily. “An indiscriminate instrument of torture” might be more apt,”which tortures the population collectively.”

For God’s sake Cain! Abel! Don’t you think it’s time to put a stop to this endless childish quarreling? Do you worship the same God or not? And even if you don’t are you not brothers?

Instead of breaking barriers of sound, it’s a time for breaking down the barriers of hatred you’ve created. And to break down that hideous snaking grey wall you’ve divided your country with – a fence of fascism and fear forbidding obstacle to world peace and disgrace to Humanity. Source

Ingredients for cooking meat:
* 2 lbs. (900 grams) of Mutton or Lamb (diced)
* 1/2 tsp. of Turmeric Powder (Haldi)
* 6 tbsp. of Curry Sauce
* 9 tbsp. of Cooking Oil

Remaining Ingredients:
* 2 ½ large Onions (finely chopped)
* 2 Red Chillies (Lal Mirch) (thinly sliced)
* 2 Green Chillies (Hari Mirch) (thinly sliced)
* 3 Tomatoes (thickly sliced)
* A bunch of Fresh Coriander/Cilantro Leaves (Hara Dhania)
(chopped)
* Salt (to taste)
* 3 tsp. of Red Chilli Powder (Pisi Lal Mirch) (or to taste)
* 2 tsp. of Garam Masala Powder
* 2 tsp. of Cumin Seeds (Zeera)
* 1 tsp. of Fenugreek Seeds (Methi)
* 1 tbsp. of Ground Coriander (Pisa Dhania)
* 1 ½ tsp. of Garlic Paste (Pisa Lasan)
* 1 ½ tsp. of Ginger Paste (Pisi Adrak)
* 4 tbsp. of Tomato Puree
* 1 cup (125 ml) of Curry Sauce
* Clarified Butter (Ghee) or Cooking Oil (as needed)

Directions:
1) Heat oil in a pot. When oil is hot add in the curry sauce and turmeric powder and saute for 5 minutes. Add in the cubed lamb and 1 cup of water and simmer gently with the lid on for 20-30 mins (or until lamb is tender and done.) Once cooked drain off the sediment.
2) Fry the chopped onions in clarified butter or oil in a frying pan over medium heat until translucent or golden brown. Meanwhile, take the ½ onion, half of the garlic & ginger, and a pinch of salt and cook this in cooking oil over a medium heat until it is dark brown. Add this to the other fried onions.

3) Put the cooking oil in a pot and gently fry the garlic, ginger, salt, red chilli powder, garam masala powder , cumin, fenugreek, ground coriander and tomato puree. Cook for approximately 3 minutes very gently.

4) Add in the sliced tomatoes and chillies and stir well. Add in the pre-cooked lamb and stir until it is thoroughly coated. Add in the onions (that were fried). Add 1 cup of curry sauce. Simmer gently for 10-15 minutes until the lamb is heated throughly and has absorbed the flavor from the spices. Skim off any excess oil.

5) Season to taste and add in the chopped coriander/cilantro leaves and red or green chillies.

The Ringworm Children: How the Israeli Government Irradiated 100,000 Israeli Kids

On August 14, at 9 PM, Israel’s Channel Ten television screened a documentary film which exposes the ugliest secret of Israel’s Labor party founders: the deliberate mass radiation poisoning of nearly all Sephardi youths of a generation.

“The Ringworm Children” (translated in Hebrew as “100,000 Rays”), directed by David Belhassen and Asher Hemias, recently won the prize for “best documentary” at the Haifa International film festival, and in the past year has made the rounds of Jewish and Israeli film festivals around the world. But it had yet to come to Israeli television screens. The subject is the mass irradiation of hundreds of thousands of young Israeli immigrants from Middle Eastern countries — Sephardim, as they are called today. The story goes like this:

In 1951, the director general of the Israeli Health Ministry, Dr. Chaim Sheba, flew to America and returned with seven x-ray machines, supplied to him by the American army.

They were to be used in a mass atomic experiment with an entire generation of Sephardi youths to be used as guinea pigs. Every Sephardi child was to be given 35,000 times the maximum dose of x-rays through his head. For doing so, the American government paid the Israeli government 300 million Israeli liras a year. The entire Health budget was 60 million liras. The money paid by the Americans is equivalent to billions of dollars today.

To fool the parents of the victims, the children were taken away on “school trips” and their parents were later told the x-rays were a treatment for the scourge of scalpal ringworm. 6,000 of the children died shortly after their doses were given, while many of the rest developed cancers that killed thousands over time and are still killing them now. While living, the victims suffered from disorders such as epilepsy, amnesia, Alzheimer’s disease, chronic headaches and psychosis.

That is the subject of the documentary in cold terms. It is another matter to see the victims on the screen.

To watch the Moroccan lady describe what getting 35,000 times the dose of allowable x-rays in her head feels like. “I screamed make the headache go away. Make the headache go away. Make the headache go away. But it never went away.”

To watch the bearded man walk hunched down the street. “I’m in my fifties and everyone thinks I’m in my seventies. I have to stoop when I walk so I won’t fall over. They took my youth away with those x-rays.”

To watch the old lady who administered the doses to thousands of children: “They brought them in lines. First their heads were shaved and smeared in burning gel. Then a ball was put between their legs and the children were ordered not to drop it, so they wouldn’t move. The children weren’t protected over the rest of their bodies. There were no lead vests for them. I was told I was doing good by helping to remove ringworm. If I knew what dangers the children were facing, I would never have cooperated. Never!”

Because the whole body was exposed to the rays, the genetic makeup of the children was often altered, affecting the next generation. We watch the woman with the distorted face explain, “All three of my children have the same cancers my family suffered. Are you going to tell me that’s a coincidence?”

The majority of the victims were Moroccan because they were the most numerous of the Sephardi immigrants. The generation that was poisoned became the country’s perpetual poor and criminal class. It didn’t make sense. The Moroccans who fled to France became prosperous and highly educated. The common explanation was that France got the rich, thus smart ones. The real explanation is that every French Moroccan child didn’t have his brain cells fried with gamma rays.

The film made it perfectly plain that this operation was no accident. The dangers of x-rays had been known for over forty years. We read the official guidelines for x-ray treatment in 1952. The maximum dose to be given a child in Israel was .5 rad. There was no mistake made. The children were deliberately poisoned.

David Deri makes the point that only Sephardi children received the x-rays: “I was in class and the men came to take us on a tour. They asked our names. The Ashkenazi children were told to return to their seats. The dark children were put on the bus.”

The film presents a historian who first gives a potted history of the eugenics movement. In a later sound bite, he declares that the ringworm operation was a eugenics program aimed at weeding out the perceived weak strains of society. The Moroccan lady is back on the screen. “It was a Holocaust, a Sephardi Holocaust. And what I want to know is why no one stood up to stop it.”

David Deri, on film and then as a panel member, relates the frustration he encountered when trying to find his childhood medical records. “All I wanted to know was what they did to me. I wanted to know who authorized it. I wanted to trace the chain of command. But the Health Ministry told me my records were missing.” Boaz Lev, the Health Ministry’s spokesman chimes in: “Almost all the records were burned in a fire.”

We are told that a US law in the late ’40s put a stop to the human radiation experiments conducted on prisoners, the mentally feeble and the like. The American atomic program needed a new source of human lab rats and the Israeli government supplied it. Here was the government cabinet at the time of the ringworm atrocities:

Prime Minister – David Ben Gurion; Finance Minister – Eliezer Kaplan; Settlement Minister – Levi Eshkol; Foreign Minister – Moshe Sharrett; Health Minister – Yosef Burg;
Labor Minister – Golda Meir; Police Minister – Amos Ben Gurion.

The highest ranking non-cabinet post belonged to the Director General of the Defence Ministry, Shimon Peres.

That a program involving the equivalent of billions of dollars of American government funds should be unknown to the Prime Minister of cash-strapped Israel is ridiculous. Ben Gurion had to have been in on the horrors and undoubtedly chose his son to be Police Minister in case anyone interfered with them.

Finance Minister Eliezer Kaplan was rewarded for eternity with a hospital named after him near Rehovot. But he’s not alone in this honor. Chaim Sheba, who ran Ringworm Incorporated, had a whole medical complex named after him. Needless to say, if there is an ounce of decency in the local medical profession, those hospital names will have to change.

After the film ended, there was a panel discussion which included a Moroccan singer, David Edri, head of the Compensation Committee for Ringworm X-Ray Victims, and Boaz Lev, a spokesman for the Ministry Of Health.

TV host Dan Margalit tried to put a better face on what he’d witnessed. He explained meekly that “the state was poor. It was a matter of day to day survival.” Then he stopped. He knew there was no excusing the atrocities which the Sephardi children endured.

But it was the Moroccan singer who summed up the experience best. “It’s going to hurt, but the truth has to be told. If not, the wounds will never heal.”

There is one person alive who knows the truth: Shimon Peres. The only way to get to the truth and start the healing is to investigate him for his role in the mass poisoning of over 100,000 Sephardi children and youth.

But here is why that won’t happen. The film was aired at the same time as the highest-rated TV show of the year, the finale of Israel’s talent-hunt show: “A Star Is Born.” The next day, the newly-born star’s photo took up half the front pages. There was not a word about “The Ringworm Children” in any paper, nor on the Internet. Until now.

A Constitution Without a State – Patrick Cockburn

I no longer go to see the aftermath of suicide bombs, gun battles and assassinations in Baghdad. It is too dangerous. Instead the violence comes to me.

On the floor above the room in the hotel in Baghdad where I live is the office of Rory Carroll, the Guardian correspondent. Kidnapped by gunmen last Wednesday, he was happily released 36 hours later in a blaze of publicity.

Unknown to the outside world, a story without a happy ending happened the following day on the floor just below my room. This is the reception area of my block of the hotel where, behind a wooden counter, usually sits Abu Hussein, the friendly and efficient desk clerk.

His son had a business collecting money from shopkeepers for whom he would buy scratch cards for mobile phones from a Baghdad cell-phone company. He would get a small commission from the shopkeepers and the company selling the scratch cards.

Somebody must have tipped off a kidnap gang that last Thursday Abu Hussein’s son would be carrying upwards of $50,000 in cash to the phone company. He was abducted by two carloads of gunmen. At first they demanded a ransom, but he told them they had just stolen all his money. The kidnappers let him phone his father, adding that he would be released the following day in a certain square in Baghdad.

Abu Hussein went to pick him up. He saw a car draw up and his son get out of it and take several steps towards him. Then the kidnappers fired a burst of shots into his son’s back and he fell down dead.

Iraq is full of such stories of cruelty and blood. It is not true when George Bush, Tony Blair and Jack Straw say that things are improving. They are getting worse by the day. It was announced yesterday that Iraqis had voted in favour of the new constitution. No doubt this will be lauded in Washington and London as an encouraging glimmer of light at the end of the tunnel.

But viewed from Baghdad, there is something absurd about the idea that a new constitution – the rules of the game under which the state will be governed – should be taken so seriously abroad when nobody in Iraq obeys the law and in any case there is no state.

Iraq is full of phoney milestones. The US government is congratulating itself this week on training 200,000 army, police and paramilitary forces. But half of the 80,000-strong Iraqi army consists of “ghost” battalions in which commanders pocket the salaries of non-existent troops.

Power is wholly fragmented. Each ministry is the stronghold of one or another party. Every time a new minister takes over, he fires the acolytes of his predecessor and hires his own supporters. Even inside ministries, power is divided again. Within the powerful Interior Ministry, for instance, the director generals of each section act as independent warlords.

Iraqis increasingly see the government as one more bandit gang trying to gouge money out of them. Private kidnap gangs have already forced much of the Iraqi middle class to flee to Jordan, Syria and Egypt. But now there is “official kidnapping”, whereby a man is arrested and accused of support for the insurgents. Quite soon it is suggested to him that the only way he can get out of jail is to pay a large sum. One friend sold his house and paid $120,000 to his captors, who promptly arrested his son and demanded the same sum for his release.

The extent of the anarchy may not be evident to American, British and Iraqi officials living in the heavily fortified Green Zone. It is a separate planet. I asked one Iraqi friend who lives there if he thought American officials knew anything of Iraq. He replied derisively: “They don’t even dare venture into most of the Green Zone.” One Iraqi political leader claims “there are ministers in the government here who have never seen their own ministries because they never leave the zone.”

The referendum on the constitution has deepened the division between Sunni Arabs, who voted “no”, and the Shia and Kurds who voted “yes”. There is no sign of insurgency ebbing as the number of American dead reaches the 2,000 mark.

Iraq is a society bleeding to death. I will be leaving the country for a time in the next few days. To do so I need an exit visa. In the past I was helped obtain one by a Lieutenant-Colonel Hussein, an intelligent man who had returned to Iraq after prolonged exile in Sweden. I asked for him at his department this week. “Didn’t you know he was killed a week ago?” replied an official. “He walked out of the door of his house in the morning and they shot him dead.”
